Development of Joint Planning and Budgeting Process
Goal 1 Undertake joint planning process
Goal 2 Develop joint three year plan and budget
Goal 3 Get agreement from respective Boards of Directors
Phase Two -- September 1 to December 31, 2002
Planning and publicity of why we are focused on early childhood issues.
Goal 1 Continue longer term planning
Goal 2 Public introduction of joint effort
Goal 3 Introduction importance of issue to public
Goal 4 Identify our allies and partners
Phase Three -- January 1 to April 30, 2003
Convening, talking with, and listening to core allies and community leaders.
Goal 1 Complete identification of allies and meet to
forge common approach
Goal 2 Convene meetings with others in the early childhood
field for dialogue
Goal 3 Convene meetings with other community leaders
to discuss the issue
Goal 4 Identify possible leaders in both groups with
whom to continue work plan
Phase Four -- May 1 to July 31, 2003
The formation of governance structures and shared visioning.
Goal 1 Create Mobilization Councils in five communities
in each region
Goal 2 Facilitate Mobilization Councils
Goal 3 Seek funding for Mobilization Council planning
process
Goal 4 Mobilization Councils identify cost estimates
for action steps
Phase Five -- August 1 to December 31, 2003
Mobilization Council Implementation of Action Steps
Goal 1 Complete implementation plan
Goal 2 Seek resources needed to execute the plan
Goal 3 Implement priority action steps
Goal 4 Begin evaluation and monitoring systems.
